看到以前的提问，律师建议回国办理但也指明法律没有禁止第三国办理。请问有人成功在第三国办理H1B首签吗？

建议直接和墨西哥的领事馆联系，如果可以安排面试，可以去面签

Responding to your e-mail, this is to inform you that unfortunately, you are not eligible for a visa appointment as a non-resident of Mexico.  You will need to request an appointment in your home country. We apologize for any inconvenience. You will need to request an emergency appointment in your home country
