Before receiving a notice that a H-1b petition has been selected, a H-1b petitioner will not have the petition's receipt number. Will the petitioner be able to withdraw the H-1b petition without knowing the petition's receipt number? Or does the petitioner have to wait till receiving the receipt number in order to withdraw the petition? Thanks.

H-1B petitioner is the employer while the employee is the beneficiary. Both petitioner and its attorney (if any) will receive the receipt for sure. Thus the petitioner can withdraw the case anytime with the receipt number.
