I am a graduating student on F1.  I am a STEM major and have never used OPT before.  I have an approved consular-processing H1B petition from company A. However, I may not be able to join company A due to factors out of my control. The questions I would like to consult are:

1) Can I transfer the H1B to another employer without working for company A?

2) If I do not activate the H1B, can I still apply for H1B next year?

3) If I do not activate the H1B, can I still apply for OPT and the 24-month STEM extension?

2）即使您不激活您的H1B，您明年还是可以正常递交新的H1B申请的。

3）即使您不激活您的H1B身份，只要符合申请OPT和OPT延期的要求的话，还是可以正常申请的。
