在美国，所有通过邮政寄送的犯罪都是联邦级别的犯罪，您可以向您的买家所宣称他们的所在州的Attorney General投诉或举报。

Any fraudulent statement made through the U.S. Mail is a federal crime.  Report it to the U. S. Attorney in the district where the buyer said he paid for the phones.
